The seminar was jointly organized by Times Science and Education Publishing Joint Stock Company (TIMES) in collaboration with Hanoi University of Civil Engineering (HUCE), the Vietnam National Industry–Energy Group (PetroVietnam – PVN), the PetroVietnam Technical Services Corporation (PTSC), the Vietnamese Nuclear Experts Network Abroad (VietNuc), and the Science–Technology–Communication Publishing House, with media sponsorship from the French Institute in Vietnam.

Representing Hanoi University of Civil Engineering at the seminar were Associate Professor Dr. Bui Phu Doanh, Vice Rector of the University, together with a large number of lecturers and students from engineering, construction, and energy-related disciplines.

At a time when the global energy transition is accelerating in response to climate change and the need to ensure energy security, nuclear energy continues to be regarded by many countries as one of the key pillars of their national power systems. With its ability to provide stable, large-scale electricity generation while producing low carbon emissions, nuclear power offers significant potential but also requires stringent standards for safety, risk management, and institutional capacity. For Vietnam, a clear understanding of the role, limitations, and prerequisites for the development of nuclear power is an essential foundation for discussions on the future of the nation’s energy sector.

As part of the program, the organizers also introduced the book Nuclear Energy – Why? by Bertrand Barré, former Scientific Director of the AREVA Group (now Orano), one of France’s leading nuclear companies. The book was translated into Vietnamese by Dr. Pham Tuan Hiep and Bui Nguyen Hoang (President of VietNuc), with technical review by Ung Quoc Hung (Vice President of VietNuc).

The book aims to explain and clarify many of the debates surrounding nuclear energy through scientific, technical, and economic perspectives. It addresses fundamental questions such as: Is nuclear power truly a low-carbon energy source? How do the construction and operating costs of nuclear power plants compare with those of other energy sources? Are nuclear accidents inevitable? How is radioactive waste managed, and what are the long-term risks involved? What could be the consequences for climate and society if countries abandon nuclear power?

Through this seminar at Hanoi University of Civil Engineering and the introduction of Nuclear Energy – Why?, the organizers hope to enhance public understanding of nuclear energy, encourage evidence-based dialogue informed by international experience, and strengthen the connection between academic knowledge and the practical development of Vietnam’s energy sector..
