Some studies on the results of higher education quality accreditation show that student scientific research activities in higher education institutions in general still expose many limitations while have not fulfilled the science and technology goals of the education institution. The purpose of this article is to apply the system theory, build a model to evaluate the current situation of students’ scientific research activities at Hanoi University, and propose science and technology management policies towards developing students’ comprehensive competence. The study applies multivariate regression analysis in the research model and finds out three independent variables affecting the current situation of students' scientific research including: Science and technology policy, lecturers’ instructional competency, and financial support. In particular, lecturers' instructional competence has the strongest influence on the scientific research activities of students at Hanoi University. The research results would help the University appropriately adjust science and technology policies to develop student scientific research activities, contributing to achieving the science and technology goals of the educational institution.
